Vientiane, Laos – Lao police have arrested a Thai national for allegedly shooting two foreigners “for no particular reason,” media reports said Wednesday.Lao police caught Palan Soukalam, 29, on August 25 as he was attempting to swim across the Mekong River back to Thailand, the Vientiane Times reported.
